fail in appreciating the importance of nautical knowledge on the

part of the European Water Police and the necessity of close co-

operation with the Harbour Department which undoubtedly needs

assistance in the regulation of the encruous traffic in the

harbour.

Evidence is not wanting in the foregoing re-

warks of such want of appreciation. I suggest as a remedy that

the Assistant Marccur Master be sade Superintendent of fater

Folice on the understanding that he must not expect proaction in

the Folice Department.

This suggestion is discussed by the Acting

Harbour Master in a paper which will be more conveniently separa-

tely dealt with.

SIRENGTH OF FOLICE.

Owing to the addition of the Fraya Reclama-

tion, a great portion of which is now built upon, an increase 16

the Police force is necessary.

I have not yet obtained from the Acting

Captain Superintendent of Folice a return I asked for of the beals

that have been added since 1901 to the beat-book or that are now

necessary.

This question can perhaps be more convenient-

ly dealt with separately.

I would however remark here that full advent-

age does not appear to be taken of the District Matcheer's Force.

I found sore doubt in the Central Station as to whether the Dis-

trict Watchmen were or were not put on Folice beats. They were

put on Police seats in 1897.
